Can't tell from your description. What do you mean by distorted -- fuzzy, glarey, etc. What version of PS? I have found that the text is the most clear if I make it a gif file. I save using save for web --

If your using a lot of colors and/or gradients, try saving as a .jpg file (unless you are going for transparency, which will require using a .gif file). Or simply increase the quality at which you are saving your images.
Also sometimes if you manually input the image size into the html of your website you may accidently make it the wrong size. Even if it is off by a single pixel it could distort the text.

Good luck!

I agree save as a JPG and don't use as much optimization when you save it. Gifs are smaller but NOT used for images with many colors..I would only use a gif if there were less than 10 colors in the image.
