You could probably achieve what your aiming for by just using layers in photoshop. I haven really gotten to use illustrator yet but you could turn the layers on and off to hide them until your ready and then just move the image in the layer to where you want it.
Alternatively you could also just make each image a separate file and then just drag them into the file your working in.
