Guide alignment problem in CS3

I have a background layer that is one flat colour. I need to place guides in both the vertical and horizontal middle so that I can position things in the centre.

For some reason it doesnt snap to the middle points though? The wierd thing is that if I move the background layer; say down and left; the guides then snap to the centre of it!

Cant get my head around why though, could it be a bug in the software or something?

I was tring to get one vertical 50% and one Horizontal 50% but they werent snapping on the halfway point.

Ive realised now that I can get middle horizontal and vertical guides by going

View > New guide

and entering 50%, but I dont see why it doesnt just snap to the halfway point anyway? It did in Photoshop CS!

Interesting, because CS2 doesn't do it and I don't recall CS doing it either, you have to do the 50% thing when creating a new guide. I created an action to set up guides like that.

My method of doing it in CS was to have a background layer with just one flat colour, then I would apply the guides to the middle of that [as I didnt know you could apply percentages to the guides], have you tried that in CS?
