I was wondering if anyone can help me with making a website effect like the one on this site http://www.tutorialoutpost.com/count/729 I have alot of photoshop expirience, but I cannot find out how to make that. if anyone can help please contact me with the contacts below.

I don't quite understand what you're asking. Which website effect...the one in the tutorial or the one in the banner...or ....

yes, the banner, sorry people got mixed up about that, i do mean the banner, the tutorial is actually lame. i just noticed the banner. i actually fiddled with photoshop today and made something similar. Drips Webserver

Looks like they've used the plastic wrap filter a fair bit... Have a try with on a photograph of your choice(select an area to get the best effects), then played with the colours...
Then add layers for the splayed lines, and others for the colour fields. Put it up on a site somewhere and let me know.
