yes i have two question ive been using photo shop 6.0 and been using it for a couple of months now and my questiosn are

How do a make a like a whit border around the pic its like one thin line around it

and some one told me that you can make flashing names on photo shop and i was wondering how i can do that

Flashing names can't be done in Photoshop, they must be done in ImageReady.

To make a white border? I suppose that you could just go Select | Select All (ctrl+a), then Select | Modify | Contract (1px, or 2 px) then go Select | Inverse and use the fill tool.

Of course, there are other ways too.

i have imageready 3.0 and how would i do that

For a border
Select all (Control - A)
using the marquee tool right click >"Stroke">set your colour and line thinkness and "inside" and click ok
