Adobe Streamline does the job, but not very well imho. From all tools that convert bitmaps to vector i think Flash gives the best results with also the most/best converting options. If you use Google using something like "flash bitmap to vector tutorial" you'll find some tutorials. But basicly it comes down to trace bitmap.
