The top of the gradient contains the following values: R42 G79 B150 and the bottom of the gradient contains values: R36 G67 B131
It doesn't seem entirely worth it to me because it's a little too subtle, but if you wanted to recreate it, you would draw a gradient using the gradient tool.
To make the (very subtle) random lines, I would do the following:
Reset the foreground and background colour (D)
Add a new layer (SHIFT+CTRL+N)
Fill with white (CTRL+BACKSPACE)
Add 100% noise (MONOCHROMATIC)
Use the Single Column Marquee Tool, and click anywhere in the image.
Transform the selection (CTRL+T) and drag the side handles out to cover the entire image
Set the layer transparency to MULTIPLY and adjust opacity to about 2%
There's probably quicker, easier ways to do it, though
