im trying to get this curtain effect that blizzard has on their diablo 3 website

Well if I got the right thing in mind you mean, they just had a normal rectangle and they brushed it with a special brush, to make it look that way. The way you brush it away from the rectangle if when you load that special brush into your eraser tool and then brush it away. I kind of grunge brush wil do the job. I hope you understand it.

you can do it different ways. One way is through after effect. You need to take the file as a psd and uplod it to after effect and animate it in after effect.

Looking at that.. I think to do this you will need to add some noise and filter effects.. mess around with the FILTERS>sketch or some of those and some colour overlays plus transparencey.

The patches/stains on their curtains are down to the burn effect (above the pen tool on the left panel in PHOTOSHOP).

To get the ripped effect at the bottom; I would get a grunge brush (in black) and just click around a couple of spots at the bottom and voila.. ripped effect. (the background has to be black otherwise the grunge paint colour needs to be the same colour as the background).

Otherwise manually but carefully scribble your way through the bottom with a 1/2px brush...

As always in Photoshop you will want to use several layers. over the base picture layer add a new layer, possibly a black and white layer maybe start this layer with filter > render clouds from there, play around with other effects like sketch > halftone make sure these are in multiple layers and then you will want to switch these layers to "color dodge" and "color burn"

play around with these effects and you should get something like you want.
