You can't burn or dodge white, since white is a complete lack of color. It also won't work when the gradient is a layer style.

Is your base layer transparent ? Can you see the 'checkerboard' ?

If your using Photoshop, do this, create a new file with a transparent background, create the gradient using white as the foreground and no color for the background...It will look good...TRUST ME. Oh, for the dodge and burn tool, you need to put the gradient on one layer, and create a separate layer for the Dodge / Burn Effect.
