Might look simple to you but there are quite a few steps involved in the sample you posted. Start with the rounded rectangle tool which creates a vector object (will need to be rastorized). From there you can create multiple objects of different sizes (use layers!).
For the arrow ..... if for screen I would just Google (image) search 'arrows', should be able find something there you can borrow (I would not recommend taking from others normally except with very simple elements).
