I have Photoshop 7. When I select a portion of an image, how do i resize that portion to a certain dimension (in pixels). I noticed the scale tool, but the dimensions are in percentage of the original size.

select the area you want to resize and do a free transform. the free transform doesnt force you to keep the ratio. I'm not sure if this will work in PS7, i have PS:CS2....I hate it.
