Kidding aside I cannot figure-out how to straighten an image that was shot at an angle. Within the frame of the picture I have a parallelagram and I want a rectangle. I duplicated the background as a new layer and it seems logical that I should be able to grab one end of a vertical line and swing it over 15-degrees. But...I haven't been able to figure-out how in 2 hours of studying.

Try this - marquee slect the whole picture, so it has a rectangular box around it. Copy that selection into a new layer. Now go to the Edit menu, -> Transform -> Skew, and you should be able to drag one edge of the box to make it into a parallelogram. If you drag the right way the parallelogram of your picture will ofrm into a rectangle. If you still can't get it quite right, try Transform -> distort as well, and you can drag the corners of the box around independently.

Depending on your version of PS, there is a filter under filter -> distort -> lens correction that can deal with lens bulge effects and also with mild perspective problems.

Try this
Just switch to the Measure tool (it lives behind the Eyedropper tool in the Toolbox) and drag it along the top edge of the image you want to straighten. That's the hard part (and that should give you an idea of how easy this technique is). Next, go under the Image menu, under Rotate Canvas, and choose Arbitrary. Photoshop automatically enters the amount of rotation (courtesy of your earlier measurement), so all you have to do is click OK and bam!-the image is perfectly straightened.
