You can put a border around text etc by clicking Marquee tool (place shape around text) /Edit/stroke.
You can make the stroke as thick as you like and any colour. Hope this helps.
By the way, if you need really thick border than do another shape with Marquee tool smaller than the first and use Edit/Fill the colour it in.
Here is more info, if you want the corners rounded off more, then after making a shape with the Marquee tool, go to Select/modify/smooth and set to 15 or 20. then if you click on Border ( select/modify/border) it will put another line inside which you can then fill in. Any problems please email me.
