Can the perspective be place in a oval or circle?

Not sure what you mean. As far as I know you are restricted to painting on flat planes, no curved surfaces.

I think not, from what I've been doing with it. Perhaps the very extended manual of Photoshop reveals some info? Don't be afraid to hit F1 in Photoshop
