In photoshop 7, you can find the smudge tool by pressing shift - R until you get the tool with the hand. You can also go into the filters menu and select liquify to open a box with a series of tools that does more advanced distortion.

everyone else has it, where the hell is mine?? i licked on the blur tool expanding button and its not in the tools options. grrr! any way i can download the tool considerin git isnt there??
