It depends what this image will be used for (web or print) and the image itself (if it's going to be used for web).

If you are going to print it, use TIFF format.

For web, this would be either GIF/PNG (for limited color image) or JPG (for a photo like image ). But with JPGs you have to be careful and watch the quality loss with higher compression ratio.

If you are talking about displaying the pix on the web you are actually wasting your time if you try to achieve high quality.

The web will ONLY display pix at 72 pixels per inch no matter how high the quality of the pix you put on the browser. Therefore the trick is to get the highest quality possible on your pix while at the same time keeping the size of the pix (in kbytes) as small as possible (the small size is to minimize the amount of time required to download and display the pix on a visitor's browser).

I suggest that you use Photoshop 'export to web', select jpeg, and somewhere between 60 and 80 percent quality from photoshop.
