On that web site, they have a pic o f an elephant and a smaller version with that color effect, I'm trying to create something similar to that.

I've played with artistic filters and color effects to try to create the same effect but I can't seem to get it down, any ideas?

Create a new adjustments layer above your photo and select Hue/Saturation and check the colorize option. From there you and adjust the hue, saturation and lightness.

Hrmm... No matter where I put the sliders it seems to always be just changing the color and not getting me much closer to that final effect.

no using the hue, saturation wont get it like that, that was basically a black and white image transfer with color, you can try using image>adjustment layers> threshold, making it black and white, then use hue and saturation to adjust the colors.

I'm guessing that you need a way of finding the edges in the original graphic, put those edges on a white background,then change the colour.

make a new layer on top of what you want to look like that.

make the foreground the color the color you want it

make the background color white or what ever

go to select> color range click the drop down and pick highlights you can play with the settings but you should get something like that.
