if u duplicate the layer and set the layer's opacity to Dissolve it ill give u a sand-like effect on the edges.

its not exactly noise... more of a scratchy/grunge feel, umm you can make grunge brushes yourself.. but you can also download some at www.deviantart.com (search grunge brushes) and just pick the eraser and choose the grunge brush and brush over the areas u want to dissapear like that (i prefer using layer mask, incase you dont want to remove parts of your image entirely, and it is editable)

i agree with Neoweapon, that person has more than likely used brushes to erase certain parts of the image, and floral brushes for the edges.
