I suggest you go to testhoopla.com and subscribe to the "Safelist Report", or do a Google search with the words "safelist report september" to see if you can find the report online. For example, if the month is June, type in "safelist report may". In other words, type "safelist report" and then the name of the previous month. Testhoopla actually tests safelists to find which ones are the most responsive. This is valuable information that you need to have.
Now that you have your list of the top 20 safelists, you need to do a little research. Go to each of the safelist sites and find out which ones allow you to purchase solo ads (to the contact email addresses of their safelist members). Also, find out which ones allow you to purchase short top sponsor ads.
Next, purchase solo ad submissions at the safelists that offer this service. Send them your best "Email Ad of Gold." Of course, track your results. You should get a very good response, and make 2 to 3 sales at each safelist you sent your ad to. Whatever the case, repeat the process with your other ads, to see if this system will work for you. Only send one ad a week, to make sure that the lists stay responsive to your ads. Also, rotate your ads, so that your response rate stays high.
If this system begins cranking out consistent sales for you, start experimenting with purchasing top sponsor ads. Of course, track your results (tell me if you don't know how).
