I agree with the user that said the content network depends on your niche. I also think it depends greatly on your budget. If you're on a very low and strict budget, in most cases you may want to stay out of the network and just mark trial runs with it until you're comfortable with it.
The content network tends to convert at a much lower rate than people clicking through search query. When I started out with my laughable $5 budgets, the content network killed me until I learned to disable it off the bat and then start it up later when my websites started paying their own rent and for their own PPC campaigns (+ profit). Of course, I eventually increased the budget as well.
