Google and other SE now put little weight on meta tags, descriptions. It used to be that these were used to determine positions of natural listings in SE's. Not so anymore because of webmaster spamming non-relevant keywords in these fields.
So no, these fields do not much affect your quality score but it's not a bad idea to have relevant keywords and descriptions anyway.
The thing Google does put a lot of weight on is a good title. A good title can make or break your positioning in SE's.
In a good title your first three or four words are your most targeted keywords, then repeat your keywords a way that can be naturally read.
Example:
Affiliate Marketing Made Easy | Five Easy Steps to Explode Your Affiliate Marketing Profits.
The bolded would be your target keywords and those would be the ones you may want to use in your ad copy, along with placing them in <h1></h1>, <b></b> tags toward the top of your page, in the middle, and don't forget to place these keywords towards the bottom of your page.
