Does anyone know places where I can sign up as an affiliate for programs like smiley central & hotbar (= toolbars)??

these guys don't have affiliate programs as far as I am aware.
Try AzoogleAds/Blue Lithium. The offer these ads on a CPA (install) basis.

dont use ActiveX programs. they are dying out anyways and you will blackball your site from other networks by using them.

You can find them type of programs at the pay per lead type affiliate networks, like PrimaryAds, BulletAds, etc.

If you would like more affiliate networks to choose from then you will find over 30 within http://www.affiliateseeking.com

Also, the above two networks that I mentioned lists quite a few good and easy to earn from programs and are ideal for sites that are freebie related.

Azoogle have an affilation for Smiley Central. Fastclick runs Smiley Central campaigns too (CPC I think - but could be CPM).
