Sometimes these are emails from affiliates of the affiliate programs, not from the program owner(s). This doesn't mean that the affiliate program is bad. This means that some overzealous affiliate is using spam to promote this program because he/she will get something for you signing up.
If you read it, and if it looks good, cut out the affiliate links and go directly to the general website. Then if you want to join, you can and you won't be promoting someone that spams to get new members.
Thanks for the info Jcqueze and DaveMo. The email was from the program owner. I actually called him today and was able to get through without any delays.
