I think I know what you mean now.
You get vertical striations on the page, that look like a "speed blur" ( for want of a better description),
I've only ever seen it happen in Internet Exploder, and it appears to be where the browser is rendering a "heavy" page (in byte terms) from a slowish source and the rendering engine is trying to "keep up" with the scrolling and can't. So it "smears" the last rendered page elements on the screen.
Does that sound like what is happening?
