I need to build quite an involved form which I can do in my GoLive 7.0.2 but the webmaster says I have to have it in asp. Can I build my html form and then insert Javascripts to make the page do what he needs it to do? Sorry, I'm a graphic artist, not a programmer!

Nope, It probably needs ASP for the server side processing just ask the client to supply the necessary code and where to place it in the form. You don't need to know how it works to put it in the document.

In most companies that do the sort of work you describe, a designer builds the form in html, in the toolset of his or her choice, and then a programmer takes that html and injects whatever ASP.NET is necessary into it.

What does your client want you to do in that Form? He probably just need it with .asp extension.

If your client want some asp work done with it, just let me know the details and I will do it. No problem.
