Simply stated, that's a pantload.
There's nothing wrong with PHP or saying that you have a preference for it as acoder. But the concept that ASP is extremely limited is one of the biggest myths out there, created by a bunch of subpar coders and anti-MS types who learned how to code from online tutorials and examples which don't focus on how to code effectively for both speed and resource optimization, but how to code "so that it works". There's a huge difference between the two.
If you code it incorrectly, and you code it the way the vast majority think you should, then ASP is very limited. But, if you learn to code properly, and spend the time to master your craft, then there's no reason why any of the stuff you're trying to do can't be done.
If you really find it struggles, and your code is fine, one of the advantages to Access is that it can be upsized to SQL Server with relative ease. SQL Server is Access's bigger brother. It doesn't have all the pretty forms and reports and things like that, but you can send some heavy-duty traffic to it and it's fine.
So it sounds to me like you've got some coders who don't know any better.
