You shouldn't be concerned about PR. You should concentrate on posting useful and interesting content, and also increasing visitor numbers.

PR is not important and doesn't mean that your website is more successful if you have a higher PR.

LOL! WOW! now that's rare. creating a blog that targets to gain PR right away... I suggest you to ignore this thing. You have to get busy with putting content with your newly published blog in order to be useful.

If you want PR then concentrate on getting links from other content related blogs.

exchange links with other blogs - there are a lot of people wanting to do that on the forums here, slowly you will start to increase your PR

In my experience PR always seems to take longer to aquire for blogs but then maybe thats because i do not update them as frequently as i could do he he.

PageRank is a measure of how many links point to any particular page on your site, and how well the pages linking to you are regarded.

With what Google has written about link exchange for PR, that's not the best way to go about it. You can try directory submissions; a few of those still mean something. But they won't get you far. Congrates! and forget about PR for naow and keep on updating your blog with some informational, unique and origional content. Also submit it to blog directories and submit your rss feed to rss directories.

Another thing, Sara, you could do is to participate in different Forums (like this one).
Remember that your PR depends on blogs and websites where you have your backlink from. If they have higher PR, than your PR will be higher also. Backlink from PR1 blog and from PR5+ blog have different values. Much different.
So try to get backlinks from high PR places. Also, I agree with others that 'content is king' rule still applies.

You should ping your blog too. Try autoping.com.

I have additional question. Say for example Sara's blog... How long will she have to wait to see a PR on her site assuming she does all the tips provided here?

3 to 4 months on average.

If her link building is effective, she will have to wait for average of 4 months.
