When you publish a new blog post you have your blog software set to send out a ping. If you use WordPress it should be sending out pings by default. You can add to the list of places it sends the ping to. I'm not sure how other blogging platforms are set by default, but you should be able to set them all to ping after publishing.
On the other end the ping is received. What you're doing is sending out an alert that have new content and those that are interested, which includes search engines, will usually visit your site pretty fast.
Usually the phrase 'blogging and pinging' refers to the tactic of publishing often and sending out pings to as many sites as possible over and over again in order to get content indexed. The tactic is is usually associated with the black hat side of things, but there's nothing specifically wrong with sending out a ping.
It's not about ranking better except in the sense that having your content indexed is usually a first step in ranking for anything.
