Join Blog Catalog, i joined back a few months ago, and i still get traffic from them. But the key is to regularly contribute and become a participating member of the community.

I have made good friends there, it is very active with lots of members and activity.

Nothing can beat "hitting up the homepage of digg a couple of times".

Like others have stated, article submission has been working pretty well for me. I only started this method a week ago, and just today, got my article accepted by Ezine Articles which has about 75,000 approved authors.

Usually the best way is to comment back on other people's blogs and build a rapport or look in forums where people have those similar interests and build up some cred in there instead of spamming them all with a hyperlink

I would suggest holding a contest and give something away for free. In order for the person to have an entry they need to write about your blog on their blog. Give away an ipod or gift card.
Once you have the contest information up on your blog go to
blogcontestsite.com
myblogcontest.com

They will post about your contest on their blog.
