Since Google owns blogger and administers the adsense publishing program, it should not be an issue.

wordpress.org has been coming down on monetizing blogs hosted on their domain, because they want to promote "pure blogging".

I'd suggest a couple of steps to seriously bump your earnings up.
1) get your own blog hosted on your domain (I'd strongly recommend wordpress).
2) ditch adsense, and go for affiliate marketing, or a contextual in-text program like kontera or intellitext (if you have the 2m page views). I have been asked by another in-text agency to look for publishers. if it's something you'd like to try out, you can PM me too.

I've found that for every $1 in adsense I earn, I can make at least $10 with the same effort from affiliate marketing.
