I have developed the WAP content publishing platform which allows to publish Rich Text (XHTML pages), Bitmap grapichs/animations and SVG graphics/animations directly from the mobile device to sequential WAP pages and even earn money from visitors Pay per View basis.
I have setup wap.mobiblogi.com community pages using it and currently seeking partners that are interested to post there to earn money from their posts. My objective is to get enough revenues for better payout rates from mobile operators for all of us and there are some additional development needs to cover.

How does it work? Hmm... Mobile phone is one of the best way to reach out our tentative markets.

The software platform I have developed produces sequential WAP pages from your content which can be Rich Text (H1-H3, B, I, U tags supported currently), Bitmap pictures or animations (JPG, GIF, PNG) supported and SVG graphics/animations (works fine with Opera for Mobiles, Apple iPhone and Nokia S60 have some problems which should be fixed this year to play SVG SMIL animations).
I have integrated it currently with Bango mobile billing account but for better payout rates and integration we should use either Bango professional account or Pay for It.
This needs to have enough revenues to get their monthly fees covered.
So you could setup a price for for some content pages and user will be asked to pay it from their mobile credit before they can accsess those pages.
For the marketing purposes it produces RSS feed and mobile search sitemap from free content so it integrates well with Google, Yahoo mobile search and Bloglines mobile RSS reader.
For additional revenue I have integrated it with AdModa banner network (similar to google Adsense but for mobile pages).
Sure you can market it using WAP directories and other way.
