Frequest posts don't have to draw people back. Actually, they might draw readers away. If the blog is more news oriented (like Engadget), then yes - do post a couple of times a day - but short posts. If the articles are longer and more in-depth then there is no point to post too frequently. Let people read the post, let them commend, let them provide backlinks. Steve Pavlina, for example, writes very long articles and doesn't write frequently - and it works. Basically, the longer the article, the less frequently you need to post them.
The key is writing regularly. If it's once a week - keep it once a week at least.
As for "posting somewhere else" Del.icio.us and Digg aren't in the same ball park. With Del.icious, yeah, each user should have the option to bookmark it, as with any other bookmarking service. As for Digg, I wouldn't want some user submitting my article with a lousy description and bad title. Rather, either build a good profile or get a top digger to submit it with a catchy headline and description. Then put a Digg button on your blog for people to vote it on.
Too frequently I see bloggers put Digg buttons for submitting while expecting that somehow magically the site will get to the frontpage. I'm sorry, most of the time it doesn't work like that. Also, don't post each and every article to Digg. Take your time, target and tweak an article towards a particular niche in or around the social news service.
