for some odd reason, when I click on the title of my blogs, instead of going to the part where i can comment, the page refreshes. Anyone else have this problem and know how to fix it? Link to my site is: http://ihackyourtech.net

Why would you want to change something that every Wordpress blogger KNOWS about, and everybody who reads any other blogs will KNOW exactly what to expect when they click on a post title?

Certainly you could change the post title to NOT be a self referential link, BUT do NOT make the link go somewhere other than the accepted norm. You will risk alienating a lot of potential viewers simply by confusing them.
Now, I'm all for doing some things a little different, so you can "stand out from the crowd", but sometimes you just have to go along with the accepted norm.

BTW if you really want to change it.

go in to the template editor, select Single Post, find the line that looks something like

<h2 class="title"><a href="<?php echo get_permalink() ?>" rel="bookmark" title="Permanent Link: <?php the_title_attribute(); ?>"><?php the_title(); ?></a></h2>

the exact code will depend on how the template has been written.

and change the href attribute to go wherever you want it to. (#comments) is the standard named anchor / id for the comments section

i want it to go to the comments page but it just refreshes. I dont wanna redirect them elsewhere....

and the comments page would be where exactly?
