I agree. Before anything else consider what you want to write about. If it's something you're passionate about you'll naturally stick with the blog longer and be better able to see it grow. When you have a general topic spend some time researching other blogs on the same or similar topics. Ideally you'd find a niche within the general topic that isn't getting adequate coverage.
When you see a topic with a lot of blogs it usually means there's a lot of interest in that topic. It also means there's a lot of competition as well. If you can come at the topic from a different angle or find a niche within the general topic you have a better chance of standing out.
You should also consider what platform are you going to use. WordPress? Blogger? Other? Will you need hosting? If so where? Don't forget about choosing a domain name. You'll probably want to know your topic first, but as soon as you do start thinking about names and domains.
I think you can and should consider money from the beginning, but I wouldn't place the initial focus on the money. Think topic first.
