"Site Builders" are different things entirely, usually with them you are limited to what is provided. You may be able to upload some images for backgrounds and logos, but you only have the templates and structures that are provided.
Host provided page/site builder tools are fine if you are setting up a site for a school class and each student/child has one or two pages of their own to play with.
Or if you only need something extremely simple with maybe only a couple of pages, and you have little or no design or development skills then sitebuilders are sort of ok, but anything more than that I'd stay well away from them.
