I am looking to buy sidewide text links in music related or entertainment websites. Site must be established with at least a pr3 and a minimum of 2,000 unique visitors per day. Due to the tight budget, I am only willing to pay $5 per month, I need about 10 spots/websites per month.

Good luck with that. $5 per month for run of site links? Especially since you want at least 2000 uniques per day. My website has that, but its $10 per month for a footer link.

Adbright doesn't give static links. Their links are dynamic, so they are only good for visitors. If thats what you're looking for, then adbrite is good. It has little if any value for SEO.
