Controlling the Bitrate for an embedded WMP file

Hi!
I am trying to control the bitrate for an embedded WMP file. I want the file to be forced to use a certain bitrate onscreen. I am going to have a page with 3 "thumbnail" feeds and one large "main" feed. The 3 thumbnail feeds will be the lowest possible bitrate (video, no audio) and the large feed will be the main viewing feed (high quality video and audio). The user would click on a thumbnail to view that feed in the main viewing window. So, I want to control the bit rates of the 4 files - 3 low-rate thumbnail and one high-rate large file. Does anyone know a way of doing this??

Thanks for any help!!
