I think oscommerce is probably a little bit "heavy" for what you want to achieve. It strikes me this is just a straightforward catalogue that will need updating and assume the contents of the catalogue will be stored in a database.
If so you're best bet is to go with something of a database management tool - If using PHP and MySQL, I would recommend DaDaBik. I have been using an older version of this for a similar thing on a site I designed and it has proven to be excellent. All the database entries/updates on the site are carried out by people with absolutely no programming or coding knowledge. They just use a selection of forms in an admin area.
The new demo version of DaDaBik looks even more user/programmer friendly on initial inspection, I might have to start playing with it!!
