Nope.
The settings are in a registry hive at
HKEY_USERS\[user_GUID]\Software\Microsoft\Windows\CurrentVersion\Interne tSettings
batch files have no access to the registry.
you could export your settings to a .reg file, change what you need then import the new values, but BE CAREFUL it's doesn't take much to kill the registry
