I am looking to write small program that will run and change my internet settings to a proxy server settings. what is the best way to do this? would it be a bat file ?

The settings are in a registry hive at
HKEY_USERS\[user_GUID]\Software\Microsoft\Windows\CurrentVersion\Interne tSettings

batch files have no access to the registry.

you could export your settings to a .reg file, change what you need then import the new values, but BE CAREFUL it's doesn't take much to kill the registry

Yah If I export them as a reg save that as correct settings. Then copy the code into another notepad, change the settings in that. then run the new version as well as having backup.
