You cannot embed a db into a xml file. But you can export a db dump in a xml file.

I try, but I don't understand what you meant here.
Do you want php to generate xml file, or do you want to embed php code in a .xml file ?

If you want it done dynamicly you need to create a page in your code of choice (ASP, PHP, Etc) that writes your XML and responses the page type back as XML.
