I am trying to follow along with the user guide at:

http://web.mit.edu/wwwdev/cgiemail/user.html

and figure out where I am supposed to put my order.txt file so that the action works.

right now I just have it in my www folder along with all my other web pages.

Is it supposed to be in my cgi-bin folder?

In the example, the author uses a very complex line

<FORM METHOD="POST"
ACTION="http://web.mit.edu/bin/cgiecho/wwwdev/cgiemail/questions3.txt">
Am I supposed to create a folder called cgiemail?

No, that is the name of the script. It should be located in your cgi-bin folder (if you have one)

so if your text file is in the root folder, the form action would be,

<FORM METHOD="POST"
 ACTION="/cgi-bin/cgiemail/order.txt">

You put the path to your text file AFTER "/cgiemail/"
