Been looking at some football websites and wondered if anyone knows if they are CMS and which one?

2 different clubs but exactly the same website layout

It's because the clubs use "FL Interactive" in based in Preston who are a "subsiduary" of the Football League.

No, No, of course it's not a way of keeping the money that the league "give" to the clubs for their advertising and promotion flowing back to the league.
