Due to it's support of multiple platforms, PHP is your best bet.

Assuming you're talking about server side code (which isn't "design"), it is difficult to say without knowing what you're planning to do and what your resources are.

If you already have web hosting your host may only support only one or a few languages.
If you're planning to work with a particular piece of software you should consider the language that it is written in.

If you don't have any preference, then take your pick; almost any language will do. If any particular language was the best there wouldn't be any others.

PHP is a popular choice mostly because there is a lot of PHP code out there. Java, Ruby on Rails, and .NET are just as capable.

Can you think of anything that isn't cross platform? The only thing that comes to mind is .NET, but even then there are solutions.

Static site: (x)HTML

Dynamic Site: PHP (Personal opinion)

If your making a whole site for your studies then you will need to focus on:

HTML and CSS together. If your studies relate to web page design as you suggest then HTML and CSS will be enough.

If you are attually studying web site construction (aposed to design in terms of design/style) then you will want to focus on HTML and a Serverside code.

Regardless of the particular route you take, I would strongly reccomend you look at CSS and possibly Javascript too.

CSS is really easy to learn, JS isnt too bad either.

It depends on your interest. My suggestion if you want to become a developer, first learn html then java script, then cascading sytle sheets, then php coding and many more.
