I think that line is inserted by a markup generator such as Microsoft Word.
When you save a Word file as HTML this line is inserted automatically.
The xml file it points to contains references to all the files required by the HTML that Word created.
Such a line would usually only be of use to the generator or compatible software - not necessarily the Web browser.
On the other hand I could be totally wrong ;-)
