I'm looking for a way in which non-tech users on a community site can add their Animal Care tip to a list of tips shown on an animal info page.

i'd like to show a form with:

Email
Name
Farm name
Tip

then their tip could be added to the existing tips on the same webpage.

HELP Please

I could write it from scratch in PERL but that seems like a lot of effort and SURELY someone has a great tool for this somewhere....

In general, I'm looking for a tool which will allow others to easily change internal parts of pages on a site.
