On my new host they do not give me access to a shell account nor can i telnet into the server. CGI is enabled and I was wondering is it possible to setup a cron without having to ssh in. I have been googling around all day and have found hardly anything. All I found was a fake cron script that does work but only if some one is visting the page.

Is there any way I can setup a cron or is there a script that i can use that will run my crons.

Without shell access I doubt you will have access to the cron binary. You could try something like PHPCron.

Some control panels such as cPanel allow you to setup cron jobs if they are enabled. Or, if you ask your hosting provider real nice, they may add the cron entry for you after verfying the scripts integrity.
Otherwise you'll need to use a third party as cptnwinky suggested.
