Is there a way to make is so that no matter what page a user has bookmarked on a site that when they click that bookmark they are always taken to a specific page?

If someone has bookmarked a page why should you then want to annoy them by sending them somewhere else?
Somehow defeats the idea of having bookmarks.

you can do it by checking refferers, but there will be problems since some have the feature turned off.

You need to know what bookmarks are meant for. If you like a page, lets say this post of web-mastertalk and you bookmarked it. Now when you try to visit this page by clicking the bookmark, and instead of the page you wanted to go, if your are directed to some other page, how would you feel.

First thing you may do is delete the bookmark. So you will loose your bookmark traffic. so don't implement this silly things.

Visitors are the king. They make or break your online presence. Do what visitors love not what you.

Although I see absolutely no reason whatsoever you'd want to do this...

Make a link saying "add to bookmarks". This should go to /bookmark.htm and prompt the user to set that page as a bookmark. Simple.
