Wuz up webmasters, I have another question for you.
I finally got my index_page in my httpdocs in http form but there is something that I've noticed. At the top of the file managment page there is a single form field for the encoding and it reads, "Change Encoding?" I've also noticed that in my dreamweaver files there is a folder for encoding. I've looked it up in the help menu and I have no idea what they are talking about can anyone give me a short summary of what Encoding is? and its importants.

A guess, as I've no idea what your "file management" page is, but assuming it's something on your control panel and you are on an Apache/*nix server.

It will be to set .htaccess to different charsets and/or languages for that folder. see http://httpd.apache.org/docs/1.3/mod/mod_mime.html
I would suggest that until you do know the implications fully don't do anything with it You could find your pages appearing in Kanji or Cyrillic.

Importance? The Encoding tells User Agents what the character set is for the page and therefore what characters should be used to render the text on the page
