I've been looking at the idea of creating a toolbar for fans of several of my sites to use. Most recently, and currenlty the front-runner, is something called VMN Toolbar Wizard. I'm using the free toolbar, and its not bad. But I'm curious if there are any decent, free, software or web based tool bar creators out there.
