There is so much to say. Let's start with cut and paste... just kidding. RSS is a way to syndicate a small description of the content of supposedly new information. This is highly useful to news service websites. If you have a website where new information is updated on a weekly bases then having an upgraded RSS file on your website might be valuable to those that frequent your website.
What's important to note here is that you have content that changes often. Reading about new information from an RSS aggregater can be a value added feature because the abstracts also include a hyperlink back to the page of origin for the full content.
With that in mind, you create them and host them, preferably on the root level, of your website. Something like yoursite_RSS.xml is a great file name for instance.
The purpose of SEO is to increase traffic to your website. RSS aggregaters do this as well. The trick is to get your information into the hands of those that use the readers in the first place. There are websites out there tat are set up to search the description and title elements of the XML files. RSS is like a meta-tag on steroids. It's still fairly new so get into it now.
